Dr. Segal is an internationally acclaimed researcher on mental health policy, having authored several seminal papers on the mental health self-help movement and outpatient commitments. This lecture will report major findings from Dr. Segal's research designed to specify for whom, under what circumstances, and with what consequences outpatient civil commitments can be used to help persons with severe mental illness live successfully in the community.

This lecture is dedicated to the memory of UW-Madison MSW program graduate Debra Beebe, whose family established a scholarship in her name. Over 50 scholarships have been provided to MSW students since its inception.
