Evaluation of the First Five Years

A comprehensive evaluation of Wisconsin Partnership Program's progress in the first five years is described in the report, "Measuring our Progress: The Wisconsin Partnership Program Evaluation."

This report is a companion document to the 2009-2014 Wisconsin Partnership Program Five-Year Plan. The evaluation reports on progress in Wisconsin Partnership Program strategies, processes and outcomes.

Part one describes the results of a strategic evaluation to measure progress towards major Wisconsin Partnership Program goals. Part two describes the views of stakeholders on partnership processes and priorities. Part three provides an overview of grant results and outcomes.

The purpose of the evaluation was to:

  • Assess the progress and effectiveness of investments towards achieving the mission, vision and goals of the 2004-2009 Five-Year Plan
  • Inform and guide planning in the development of the 2009-2014 Five-Year Plan
  • Meet the evaluation requirements of the Insurance Commissioner's Order and the first Five-Year Plan
