Frequently asked questions about Lifecourse Initiative for Healthy Families (LIHF) Request for Proposals:
Is it permissible to use a grant writer to complete the proposal and pay the fee from the funds?
Funds can only be used for program implementation. Grant writing falls outside the bounds of program implementation.
Are stipends allowed for participating agency members?
Grantees serve as stewards for the funds, and should use their judgment in providing incentives for community members to participate in the planning process. Applicants will be expected to explain all expenditures. Gift cards are recommended over cash incentives.
Will the Wisconsin Partnership Program consider changing its policy on indirect cost and make overhead and/or an administrative fee an allowable expense?
The current practice of the Wisconsin Partnership Program is to cover expenses directly related to the implementation of the grant. The RFP includes a list of allowable expenses. How much money will be allocated to the grantees for program implementation? Will these funds be evenly distributed among the four grantees?
The Wisconsin Partnership Program expects to make a determination in the first quarter of 2010.
Has money been allocated for a media campaign?
Approximately $150,000 will support public education, media awareness activities and technical support to the grantees during the planning phase of the project. These funds will be distributed and administered by the Wisconsin Partnership Program.
Will there be an evaluation of the project planning phase? Should Grantees budget for this evaluation?
The Wisconsin Partnership Program will conduct a formative evaluation to identify lessons learned and to assess progress from our experiences in engaging in collaborative/community-supported grant making. Grantees will not be responsible for the cost of this evaluation.
What happens to the convening agency during the program implementation phase? How will costs associated with convening partners of the MCH collaborative be covered?
Each grantee will define the role of its convening agency during implementation. In developing its community action plans, each grantee should clearly identify the entity responsible for ensuring the continued collaboration of the agencies comprising the MCH Lifecourse collaborative. The budget should reflect costs associated with operations of the MCH Lifecourse collaborative.
