Wisconsin Partnership Program: Program and Financial Audits
At the request of the Wisconsin Partnership Program (WPP), the Legislative Audit Bureau (LAB) recently completed program and financial audits of the program covering the period March 1, 2004 to December 31, 2008.
The final reports of both audits are posted below, as well as the WPP's formal response.
Program Audit
The UW School of Medicine and Public Health was generally pleased with the audit's findings. Among them were:
- Most of the 40 grants reviewed show that awardees met or on target to meet all or most of their objectives.
- Virtually all spending by the 40 grants programs reviewed was found to be allowable.
- There were no findings of supplanting based on the definition approved by the Wisconsin United for Health Foundation Board.
The full text of the program audit can be found here: Audit Report Highlights (pdf). It contains LAB's report, which includes recommendations to WPP and the Insurance Commissioner.
Included in the document is the WPP's formal response to the audit report: WPP Response (pdf)
Financial Audit
The financial audit of the WPP was completed eight months earlier by LAB and Grant Thornton, looking at the WPP and the UW Foundation, respectively. These audits resulted in an unqualified positive opinion without recommendations.
